The money exists. It is just expensive and quiet.
Workshops do not go without material money. They get it from people who lend on reputation in a small town, and price it for the blindness they are lending into.
A neighbour or family
No interest, no paperwork, and a limit of two or three million rupiah. Fine for a small order, useless for a large one.
The timber supplier
Materials on thirty days, if the workshop has bought there for years. The supplier is carrying the risk and knows it.
An informal lender
Available same week, at a rate that assumes the order might not be real. Most workshops have used one at least once.
A bank
Wants collateral and a two-year record. The order itself counts for nothing, because there is no way to show it.
Every one of these is a workaround for the same missing thing: no one outside the workshop can see that the order is real.
